“This is a victory for local schools, public education in New Hampshire, as well as Granite State students and their parents.  Jeb Bradley and Senate Republicans&#8217; attempts to put their Tea Party agenda ahead of New Hampshire working families and children continue to be rebuffed and are in direct opposition to New Hampshire values and the State’s Constitution.</p>
<p>“Senate Republicans should immediately join Democrats in defunding and repealing their reckless, irresponsible, and unconstitutional diversion of local education funding to private and religious schools.  As it was originally intended that funding should go towards providing a quality education for all of New Hampshire’s children, not funneled through a shady out of state organization with direct ties to radical right wing social conservatives.</p></div>

“The court’s decision raises further concerns about the voucher scheme’s administrating organization, the Network for Educational Opportunity, and their unethical kickback scheme.  The NEO owes the voters of New Hampshire an explanation, why did they offer taxpayer funded kickbacks to religious schools?  And were Republican Senate Majority Leader Jeb Bradley or any other Senate Republicans aware of the NEO’s reckless kickback scheme when they irresponsibly defended the unconstitutional program on the Senate floor?”</p>
<p>Previously, the Nashua Telegraph reported the NEO was rebuffed at least once after offering Religious schools a kickback in exchange for soliciting donations for their unconstitutional education voucher scheme. 				<content:encoded><![CDATA[<div>Concord &#8211; Poking yet another hole in the rapidly shrinking list of NHGOP talking points, the nonpartisan New Hampshire Fiscal Policy institute posted a letter from United States Department of Health and Human Services clearly stating that New Hampshire has the ability to opt in and out of Medicaid Expansion at any time.</div>
<div>
&#8220;Should New Hampshire choose to expand Medicaid coverage the state may drop that expanded coverage at any time, without financial penalty from the federal government,&#8221; reads the letter.  It clearly debunks the phony Republican claim that once opted in New Hampshire will be unable to opt out from expansion.</p>
<p>The only question facing New Hampshire now is will Republicans let their Tea Party ideology block expanded insurance coverage for 58,000 working New Hampshire citizens, stand in the way of the creation of 700 new jobs, and hold up a $2.5 billion dollar investment in the state economy?  Delaying expansion for even one year, would cost New Hampshire $340 million in irreplaceable funds.</p>

				<content:encoded><![CDATA[<div>Concord &#8211; In a desperate attempt to defend their Tea Party agenda of standing between New Hampshire citizens and affordable health care, New Hampshire Republicans are resorting to distorting former Governor Lynch’s words and actions. Despite dishonest Republican claims to the contrary, Governor Lynch supported the establishment of a state based exchange with the Affordable Care Act, citing it as a way to “benefit both businesses and citizens” in New Hampshire, and “compare and obtain affordable health insurance.”</div>
<div>
“New Hampshire Republicans know the facts don’t back them up and they know they are standing in the way of a more efficient marketplace for affordable health insurance, so they have resorted to desperate lies and distortions of the truth,” said New Hampshire Democratic Party Communications Director Harrell Kirstein.  “The shameful, pathetic, and dishonest Republican lies about HB1297 and health insurance exchanges in New Hampshire need to stop immediately.  Health insurance costs are a serious issue for many, and at the very least Republicans owe the people of New Hampshire some honesty.”</p>
<p>In 2012, Governor Lynch signed HB1297 which prohibited a state based exchange, as compromise legislation with the then Republican supermajorities in the New Hampshire House and Senate.  The Governor made clear that he signed the bill because it “does not prevent the state from participating in a federal health exchange.”  The bill also allowed New Hampshire, “to cooperate with the federal government in the creation of a federal exchange.”</p>
<p>Further in his State of the State Address earlier that year, Lynch voiced strong support for a state based exchange.  &#8220;A well-designed health insurance exchange can make it easier for businesses to compare and obtain affordable health insurance. And I certainly don&#8217;t think we want the federal government to design an exchange for us. That is why must move forward now with designing our own exchange right here in New Hampshire,” said Governor Lynch.</p>
<p>“The simple fact is that Republicans are running scared.  An exchange would help New Hampshire families and small businesses purchase insurance,” continued Kirstein.  “Jeb Bradley and his Tea Party pals don’t care about Granite Staters looking for more affordable insurance options, they don’t care about businesses looking to reduce health care costs, they are opposed to establishing an insurance exchange for purely partisan reasons &#8211; and that is simply despicable.”</p>
<p><strong><span style="text-decoration: underline">Facts on HB1297 and Support for New Hampshire Based Exachanges</span></strong><br />

<p><strong>Drew Cline: “Mistake” to take HB1297 as a “sign Lynch opposes either the exchanges or Obamacare.”</strong>  Drew Cline opined, “Gov. John Lynch surprised a lot of insiders by signing House Bill 1297, which prohibits New Hampshire from establishing its own health insurance exchange under the federal Affordable Care Act. <p><strong>Governor Lynch Statement in Support of the Affordable Care Act.</strong> &#8221;As a state, we have been preparing to implement the Affordable Care Act and will continue doing so in a way that best fits New Hampshire. The Act will help provide access to affordable health care to many more of our citizens, and help our small businesses with the high costs of health care. The Court&#8217;s decision allows those important provisions to go forward. <p>New Hampshire Democratic Party Communications Director Harrell Kirstein released the following statement.</p>
<p>“Republicans were offered commonsense solutions to the irresponsible cuts included in their reckless budget – unfortunately they choose their Tea Party ideology over job creation, economic security and improved health care for New Hampshire families and small businesses.  They choose to make cigarettes cheaper and protect big out-of-state tobacco company profits while forcing hundreds of New Hampshire workers to lose their jobs.</p>
<p>“Every time Republicans were confronted with the damage their cuts were doing to the people of New Hampshire they tried to shift blame onto someone else.  But the fact is that the Republican Senate budget raids dedicated funds, diverts investment away from priorities that will expand the economy and add jobs, forces mass layoffs, and leaves an enormous hole in the Health and Human Services Department budget that will painfully cut CHINS and services for the developmentally disabled – all things they want to claim they didn’t do.</p>
<p>“No amount of political spin or pretending otherwise will change the fact that Republicans chose to make each and every one of those painful cuts.”</p>
<p><strong>BACKGROUND ON THE DAMAGING AND IDEOLIGICAL SENATE BUDGET</strong></p>
<p><strong><span style="text-decoration: underline">FACT: Republican Budget Would Force 700 New Hampshire Workers to be Laid-off. </span></strong><br />

·         <strong>Republicans: Personnel Cut “necessary to balance the budget.”</strong> The Concord Monitor reported, “The Senate’s budget writers also added a clause requiring Hassan, a Democrat, to reduce spending on benefits and compensation for classified state employees by at least $50 million over the next biennium, including at least $20 million in savings to the state’s general fund. Morse said the Senate’s proposed budget spends more than the current budget does without increasing taxes or fees. The personnel cut, he said, was necessary to balance the books.
